Job Description

This position is housed in the College of Public Health and Health Professions, Office of the Dean, and reports to the Director of Human Resources. This position services the Human Resources functions of the college and provides direct and indirect HR guidance and support to the college's departments and programs.

The College of Public Health and Health Professions has eight (8) departments plus the Dean's Office (DO). This position will be located in the Dean's Office and will function as the primary HR liaison for four (4) of the college's departments. This position will be the primary point of contact and provide HR guidance to its assigned departments within PHHP for the following salary plans: TEAMS, Postdoctoral Associates, OPS faculty and staff, Student Assistants including Federal Work Study, Graduate Assistants, Interns and/ Pre/Post-Doc Fellows. Additionally, this position will work in tandem with the other HRGen2 to meet the same needs for the Dean's Office and will serve as primary backup in the absence of his/her counterpart.

HR Recruitment and Hiring Manager

Responsible for providing guidance and serving as Level 1 approver for all recruitments including posting, letters of offer, hires, and distributions. Guidance may include posting requirements, recruitment questions, interviewing process, veteran's preference rules, foreign national requirements, background checks, health assessments, work permits, reference checks, ad placements, timelines, etc. Responsible for reviewing and approving all applicable letters of offer and/or appointment prior to issuance. Review all HR paperwork for completion and correctness prior to uploading in PeopleSoft, UF's Human Resources management system. Confirm all recruitments advertised through UF's posting systems are dispensed appropriately.

Dean's Office assignments will also include ensuring available and applicable funding sources, collecting all relevant HR paperwork, entering distributions, and new hire orientation and onboarding.

HR-related responsibilities

Level 1 approver for reclassifications, special pay increases (SPI's), FTE changes, administrative supplements, additional pays, position description updates, supervisor changes, leaves of absence, terminations and leave cashouts. This may entail providing salary analytics, reviewing paperwork, comparing data with others in same/similar positions, processing FMLA paperwork, and advising departments related to these changes, as appropriate.

Provide guidance and assistance as needed related to UF Engaged (TEAMS), tuition waivers, OPS maximum hours policy, employee relations concerns and any other HR-related items that may come up.

Primary processor for all administrative supplements that originate out of Dean's Office funding.

Process new Alternate Work Location (AWL) agreements and HR-600's for assigned departments, including ensuring forms submitted by departments are complete and accurate. Secure appropriate higher level signatures/approvals. Track to ensure renewals are pre-approved timely.

10% Faculty-related duties

Primary point of contact and processor for all Term Professorships awarded by the University.

Assist the Director of HR with faculty evaluative processes, including tenure and promotion, mid-career reviews, and sustained performance evaluations. This may entail reviewing faculty packets, updating forms, assisting with timeline, scheduling meetings, preparing room, ordering food, copying materials, etc.


Responsible for training departmental HR representatives for employment processes as applicable to salary plans noted previously. Serve as back-up to departments to complete new hire paperwork to salary plans noted. Ensure that departments are kept abreast regarding Human Resources issues to include training all departmental HR representatives on updated policies, formats, and guidelines, as assigned by the Director of Human Resources.

Attend monthly UFHR Forum meeting via Livestream. Serve as key participant and speaker at monthly PHHP HR workshops.

Miscellaneous (tracking, compliance, web)

Maintain college human resources database (HRDB) with all required information. Complete ISA (PHHP's internal accounting system) for all hires and employment changes assigned through the Dean's Office. Run reports within PeopleSoft or PHHP's internal tracking systems as requested.

Provide back-up assistance as needed to the Director of HR related to Disclosure of Outside Activity Conflict of Interest (COI) forms.

Post faculty search committee meeting information, as required by UF policy. Ensure the PHHP HR website is accurate and up-to-date. Create, update and/or upload new documents, checklists as requested. Fix broken links.

Guide and assist departments as needed to ensure foreign nationals remain in work status.

Level one reviewer to ensure assigned departments are up-to-date and current on various trainings/certifications required by the University, such as HIPAA, FERPA, Social Security, Confidentiality Statement, New Employee Orientation (TEAMS) and Maintaining a Safe and Respectful Campus.

Expected Salary

$50,000 - $60,000 annually, commensurate with education, skills, and experience

Minimum Requirements

Bachelor's degree in an appropriate area and two years of relevant experience; or an equivalent combination of education and experience.

Preferred Qualifications
• Strong customer service and multi-tasking skills
• Effective organization and communication skills
• Previous Human Resources experience, particularly with the University of Florida, strongly preferred
• Good computer skills, including MS Office Suite, DropBox, and DocuSign
• Experience with Word Press and other web-based packages
• Knowledge of PeopleSoft HR processes
• Familiarity with UF's rules and regulations
• Ability to work independently with significant self-motivation essential
• Attention to detail
• Knowledge of and experience with UF promotion and tenure processes and the OPT system
