Overall Job Objective

Summary

Under general supervision, is responsible for the acquisition and/or disposition of real property; assists management with property leases, performance of all title curative functions and review appraisals of real estate activities.
Duties and Responsibilities
• Assists with negotiations with property owners to acquire or dispose of real property for County projects
• Performs title curative functions, i.e. prepares and obtains partial releases, resolutions, court orders, and any other documents necessary to clear titles for all real estate being acquired
• Reviews property boundaries and surveys for accuracy
• Reviews appraisals prepared by real estate staff and independent contractors
• Prepares weekly production reports and updates status activity reports on projects
• Coordinates with District Attorney's Office on issues such as proposals and preparation of all forms and legal documents
• Plots metes and bounds descriptions for property boundaries and reviews surveys for accuracy
• Assists management with property leases
• Investigates various claims, reports and complaints concerning the County's interest on County property
• Performs related duties as required Minimum Qualifications
• High School graduate or G.E.D., and two (2) years of college with major course work in real estate, business administration, or closely related field, with at least four (4) years of experience in real estate activities such as negotiations for purchase of sale, appraisals, title examination, property management, or equivalent combination of education and experience
• Knowledge of land descriptions, property titles, and construction plans and symbols; knowledge of property values and the methods of appraising a property, knowledge of real estate laws and terminology
• Skill in operating a personal computer and utilizing rudimentary software
• Ability to establish and maintain effective working relationships with co-workers, supervisors, County employees, elected/appointed officials, outside agencies and the general public; ability to accurately plot and/or confirm metes and bounds; ability to prepare and present necessary instruments for execution; ability to perform the physical requirements of the position; ability to communicate clearly and effectively, both verbally and in writing
• Must secure and maintain a favorable background investigation and clearance
• Must clear a pre-employment physical and a pre-employment drug screen test
• Must possess and maintain a valid Texas driver's license
• May be required to work more than 40 hours during the workweekWorking Conditions and Physical Demands:
• Generally working in indoor conditions; occasional exposure to outdoors, traffic, temperature extremes and rough terrain
• Occasionally moves items weighing up to 15-30 pounds
• Occasionally moves about the office
• Frequently communicates with others; must be able to exchange accurate information
• Generally operates a computer and other office productivity machinery
• Positions self to perform essential functions
